Evansville’s licence is worth understanding in detail because it is unusually good. Evansville Municipal Code 5.70.040(A) provides that no person shall do any work designated under the trade sections without first having obtained the required licence, and roofing is listed among those trades. The macroburst began in extreme eastern Posey County, near Parkers Settlement, continuing east-southeast into Vanderburgh County, where damage occurred north and south along Highway 66 for a while before impacting residential areas east of Highway 66 near Mill Road and north of Kasson Drive. A large tree was uprooted and fell on a car near North Park. Additional damage continued to occur as the storm…

One metro, one river, two completely different licences

A homeowner in Evansville and a homeowner in Henderson are nine miles apart and are buying protection of entirely different quality. Neither Indiana nor Kentucky licenses roofers at state level. The Indiana Professional Licensing Agency’s list of regulated professions covers 41 occupations including plumbing, home inspectors, manufactured home installers, architects and engineers, and contains no roofing trade. Kentucky’s Department of Housing, Buildings and Construction states that it licenses or certifies plumbers, electricians, boiler contractors, sprinkler and fire alarm contractors and building inspectors, a list that does not include roofers. So in both states the question is what the city does.

Evansville does almost everything a licensing regime can do. There is a written examination and verification of experience, so somebody has tested the applicant. There is a $25,000 bond that the code itself calls a performance bond, with surplus proceeds directed to the owner or party in interest in the property where the work was done, so the money is pointed at you rather than at the city’s revenue. There is insurance at $1,000,000 general liability for an unlimited licence and $500,000 for a limited one. There is workers’ compensation. There is a per-violation fine for piggybacking. And the licence is not cheap enough to treat casually: $360 new and $210 to renew for an unlimited roofing contractor, $210 new and $150 to renew for a limited one.

Henderson does one thing well and is honest about the rest. The gate works: building permits of any kind will not be issued without proof of contractor licence and city occupational licence, and failure to comply can bring a citation, loss of licence or a stop work order. But the licence behind that gate costs $125, requires $250,000 general liability and workers’ compensation, and involves no examination and no bond at all. The city’s own documentation states that it does not warrant that you are qualified or competent, which is a more candid disclosure than most licensing bodies make and should be read as written.

The practical consequence for a Henderson homeowner is that the checks Evansville performs for you are yours to perform yourself. Ask for the certificate of insurance and confirm the $250,000 limit and the workers’ compensation, because the city checked that those existed when the licence issued and nobody is checking today. Ask for references on completed roofs rather than on sales visits, since no examination stands behind the credential.
