This is a severe weather market on every measure. Arkansas has required a roofing contractor registration certificate since 1 July 2021, under A.C.A. 17-25-603, and roofing without one is a Class A misdemeanour. The application must attach a surety bond of at least $15,000 and proof of workers’ compensation, there is no examination, and an unregistered roofer cannot sue you to enforce the contract. A contractor licensed by the Contractors Licensing Board with a classification covering roofing is exempt, as is a licensed home improvement or residential builder whose roofing is no more than half the project cost and who does not sell door to door. A 2025 bill to regulate insurance-funded roof contracts, HB 1308, was withdrawn.

On the Oklahoma side every roofer must register annually with the Construction Industries Board at $75 a year, carry at least $500,000 of liability insurance, and give you written notice that it cannot promise to pay your deductible (59 O.S. 1151.30). You may cancel within 72 hours of written notice that your claim was denied (1151.21), and from 1 January 2027 every residential roofer will need an endorsement earned by passing an exam, with registered firms given until 1 January 2028. So a homeowner in Roland or Muldrow has more statutory protection than one in Van Buren, a few miles away.

Fort Smith deletes the building code’s list of permit-exempt work, so a reroof needs a permit: $37.50 for $1,501 to $2,000 of work plus $1.50 per additional thousand, doubled if work starts first. Van Buren lists a $20 roof permit and a $20 inspection fee. The city of Fort Smith’s housing is markedly older than the metro’s, with a median year built of 1977 against 1984 and 56.5 percent of units built before 1980, and renters occupy 46.6 percent of homes in the city.

The largest stone on record for this metro fell on 11 April 2022 near Ft Smith, measured at 2.5 inches. That is hen-egg sized. Two inches is the threshold at which insurers expect functional damage and full replacement claims.

Wind. The strongest thunderstorm gust logged in the metro was 74 knots, about 85 mph, near Uniontown on 7 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 16 August 2024 event near Figure Five, reproduced verbatim:

A storm spotter measured 85 mph thunderstorm wind gusts. Trees were uprooted and numerous large tree limbs were snapped as a result of the strong wind.

A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in May (108), April (82), June (51). The worst years on record were 2023 (64), 2017 (57), 2025 (54). If you are scheduling non-urgent work in Fort Smith, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

3 May 2021: one tornado, two states, two rulebooks

On the evening of 3 May 2021 NWS Tulsa surveyed a four-segment EF1 tornado that formed south east of Muldrow, Oklahoma, ran about 6.9 miles to near Moffett, and crossed into Crawford County, Arkansas. The third segment crossed the Arkansas River into Sebastian County and moved across the northern part of the City of Fort Smith, damaging numerous homes and businesses with peak winds estimated at 95 to 105 mph. The fourth re-crossed the river into Crawford County, removed a large portion of the roof of the Crawford County Courthouse in Van Buren, and ran 17.5 miles past Rudy and Alma to south east of Mountainburg, with winds of 100 to 110 mph and $15 million of recorded damage.

The four segments total about 28.8 miles, and a second two-segment EF1 the same evening began on the east side of Muldrow, passed just north of Roland damaging several homes, and also crossed into Crawford County. That single episode accounts for about $16.0 million of the roughly $27.0 million in hail, wind and tornado damage recorded across the three metro counties in the whole decade. An earlier EF2 on 30 November 2018, 110 to 120 mph, formed north of Interstate 40 near Lee Creek Road in Van Buren and damaged apartment roofs and numerous homes along Rena Road.

Now consider the homeowners on either side of that track. A house near Muldrow sits under Oklahoma’s Roofing Contractor Registration Act: the roofer must carry $500,000 of liability insurance, must tell you in writing that it cannot promise to pay your deductible, and must let you cancel within 72 hours of a denial. From 2027 it will also need to have passed a roofing exam. A house in Van Buren, a few miles east, sits under Arkansas’s registration, which rests on a $15,000 bond and proof of workers’ compensation, with no exam, no liability insurance minimum in the roofing subchapter, and no rule about your deductible at all.

Neither regime is a guarantee of good work, and Arkansas’s bond is a real fund a wronged customer can claim against, which many state registrations do not provide. But the difference matters most in exactly the situation a tornado creates: a flood of door-knocking contractors, insurance-funded jobs and pressure to sign quickly. On the Arkansas side the protections you get are the ones you write into the contract yourself.

So in Arkansas, insist on the things Oklahoma would have given you by law. A written statement that you will pay your own deductible. A cancellation clause tied to your insurer’s decision. A certificate of liability insurance checked with the insurer, not the contractor. And the roofing registration number or a Contractors Licensing Board classification covering roofing, checked on the Board’s register before the first payment.

Before you sign anything in Fort Smith

Licensing is required in AR. Since 1 July 2021 Arkansas has required a roofing contractor registration certificate from the Residential Contractors Committee, under A.C.A. 17-25-603; roofing without one is a Class A misdemeanour, each day a separate offence. An unregistered roofer cannot sue a homeowner to enforce the contract.

The application must attach a surety bond of at least $15,000 and proof of workers’ compensation, under A.C.A. 17-25-604. There is no examination, the certificate is renewed annually and the fee may not exceed $100. A contractor licensed by the Contractors Licensing Board with a roofing classification is exempt, and so is a licensed home improvement or residential building contractor whose roofing is no more than half the project cost and who does not sell roofing door to door. Arkansas has no statute stopping a roofer from offering to pay your insurance deductible; a 2025 bill to ban it was withdrawn.
