The one detail that decides whether a Green Bay roof survives February

An ice dam is a ridge of ice that forms at the lower edge of a roof and blocks meltwater from draining off. The National Weather Service describes the mechanism plainly: heavy snow on the roof melts during the day and then refreezes when temperatures fall, and the water pooling behind the resulting ridge works its way back up under the shingles and into the house. The important point is that the cause is heat escaping from the house into the attic, not the gutters. In a correctly built roof, insulation prevents heat loss from the interior and venting keeps the attic air cold enough to minimise the freeze and thaw cycle at the eaves. Gutter heat cable treats a symptom.

Wisconsin addresses the symptom at the eaves, and the code is specific enough to hold a contractor to. Wis. Admin. Code SPS 321.28(4)(a) requires that shingled or shake roofs extending over a heated area of a dwelling or attached garage, with a slope of 4:12 or less, be provided with ice dam protection. Note that threshold: the requirement is written for roofs of 4:12 or shallower that extend over heated space, so it is not a blanket rule for every pitched roof in the state. A Green Bay homeowner with a steeper roof should treat the membrane as a strongly advisable upgrade rather than assume it is mandatory, and should ask the contractor to say which it is on their roof.

Where it does apply, SPS 321.28(4)(b) fixes the extent by two separate tests and the installer has to satisfy both: the ice dam protection must extend at least 30 inches up the roof slope from the roof edge, and at least 12 inches up the roof slope beyond the interior face of the exterior wall. On a house with a deep overhang the second test governs and the first is not enough on its own, which is exactly the detail that gets missed when nobody inspects the work. Underlayment generally is set by SPS 321.28(2), which requires number 15 asphalt-impregnated felt or an equivalent type I material showing no water transmission when tested.

Put the three facts together and the Green Bay position is clear. The code sets a real, measurable requirement at the eaves. And the state credential a contractor must hold to pull a permit at all involves a twelve-hour course rather than a roofing examination.
