Matthew’s eyewall, a 140 mph wind line, and the law for insurance roofs
Hurricane Matthew paralleled the coast in October 2016, weakening to category 1, about 85 mph, as it passed the lower South Carolina coast before its final landfall near McClellanville on 8 October. NWS Charleston’s surveyors found extensive shingle and roof damage to about half the homes on Harbor Island, with the worst structural damage consistent with gusts of 100 to 110 mph, and judged that the eyewall had reached the St Helena Island area. On Fripp Island they found significant shingle and roof damage consistent with gusts of at least 100 mph.
On Hilton Head Island itself Matthew snapped or uprooted thousands of trees, heaviest on the north end and around Palmetto Hall Plantation, several falling on homes, and the airport recorded an 87 mph gust at 5:50am. Storm surge reached roughly four feet near the Harbor River bridge and an estimated five and a half feet on Harbor Island. Eleven months later Irma brought a 76 mph gust at Pritchards Island and breached the sea wall at Ocean Point on Fripp Island. NWS logged Matthew’s Beaufort County records with no dollar estimate, so the official database understates what hurricanes cost this metro.
The design standard reflects that. The Building Codes Council’s approved wind map for Beaufort County runs a 140 mph ultimate design wind line down through Calibogue Sound and the Beaufort River, with Hilton Head Island and the sea islands on the seaward side, the highest band drawn on the county map.
