Short answer: As of September 2026, the five highest-scoring roofing contractors in the Houston-Pasadena-The Woodlands, TX metro on The Roofing Brief Contractor Score are M&M Roofing, Siding & Windows (95.3), Innpreccon Roofing (92.7), Southwestern Roofing (92.0), Urena Roofing & Contractor (90.8), Elite Roofing (90.3). Every one holds a manufacturer certification that can be verified independently, every rating below has been corroborated against at least one source outside the certification registry, and no company paid to appear here.
The Roofing Brief scored 37 certified roofing contractors serving the Houston metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Houston’s roofs took two separate beatings in 2024. On 16 May a derecho crossed the city with winds of 80 to 100 mph, blowing out thousands of windows in downtown towers and cutting power to more than a million customers; on 8 July Hurricane Beryl came ashore near Matagorda and tore across the metro. 2024 is accordingly the busiest year in the ten-year NOAA record, which holds 94 tornadoes, 442 severe wind reports and $100.5 million in reported damage. Texas issues no roofing licence, but the City of Houston requires a permit for every re-roof, and in the metro’s coastal counties the state’s windstorm certificate applies too. The certified field is the strongest at the top of any Texas metro here: 22 President’s Club contractors among 37, all five ranked below based inside Houston.
Hail, codes and what they cost a Houston homeowner
Inside the city limits, the Houston Permitting Center requires a residential roofing permit for a re-roof or a roofing overlay, with a re-roof worksheet or an overlay form depending on the job, and the permit and worksheet must be on site for the inspection. Outside the city, each municipality and county runs its own process. Ask for the permit number before work begins, and do not let a contractor persuade you that a replacement is too small to need one.
The coast adds a second layer. Galveston, Brazoria and Chambers counties, and certain cities east of State Highway 146 in Harris County, are designated catastrophe areas under the Texas Department of Insurance’s Windstorm Inspection Program, so a replacement roof there must be inspected and issued a WPI-8 certificate to qualify for TWIA wind and hail cover. If you live in League City, Friendswood, Pearland or the bay communities, ask whether your address is in the program before signing, because it changes the inspection schedule and who books it.
The tornado record is heavier than Houston’s hurricane reputation suggests. On 24 January 2023 an EF3 tracked from near Pearland across southeast Houston, Pasadena, Deer Park and Baytown, and on 28 December 2024 another EF3 struck near Porter and Oak Ridge North in Montgomery County, removing the entire roof from a brick home. Hail is a spring event, peaking in May, with 218 of the decade’s 265 reports an inch or larger, including baseball-size stones at Needville on 16 March 2024 and at Dickinson on 31 May 2024.
Whatever the storm, keep the documentation that a new roof generates: the permit, the manufacturer’s product and warranty registration, and dated photographs of the deck and underlayment. That record is what an adjuster and a future buyer will ask for. The five companies below are all in the city, which puts warranty callbacks within reach; the longest established, Southwestern Roofing, has been BBB accredited since 1989.

Best fit for: West and northwest Houston homeowners who want a large, long-established firm.
What we would want clarified. BBB carries more than one profile for the business, so check both for complaint history. A two-state operation may stretch crews after a major storm; get the start date in writing. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

What we would want clarified. Several unrelated Houston roofers use Elite in their names, including Texas Elite Roofing and TX Elite Roofing Services, so match the BBB profile and address before signing. Its 4.8 is fractionally below the metro mean. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

The 218 hail reports behind a Houston roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 10 counties of the Houston-Pasadena-The Woodlands, TX statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 265 hail reports, 442 severe thunderstorm and high wind reports and 94 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $100.5 million; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Houston in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 16 March 2024 | 2.75 in | Needville | Fort Bend |
| 31 May 2024 | 2.75 in | Dickinson | Galveston |
| 8 January 2016 | 2.5 in | Bellaire | Harris |
| 9 May 2019 | 2.5 in | Hermossey | Harris |
| 9 May 2019 | 2.5 in | Katy | Fort Bend |
| 9 May 2019 | 2.5 in | Katy | Fort Bend |
The largest stone on record for this metro fell on 16 March 2024 near Needville, measured at 2.75 inches. That is baseball sized, comfortably past the point where a roof is written off rather than repaired.
Wind. The strongest thunderstorm gust logged in the metro was 90 knots, about 104 mph, near Cypress on 16 May 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 94 tornadoes touched down in these counties over the decade, the strongest rated EF3 near Pearland on 24 January 2023.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 23 May 2017 event near Sealy, reproduced verbatim:
Severe thunderstorms moved rapidly across the Sealy area, and a very intense and wet microburst produced significant wind damage to trees, structures and utility poles. Wind gusts may have exceeded 80 to 100 mph. The most significant damage began along or just northwest of Interstate 10 a few miles west of Sealy and moved in an approximate two mile wide swath south of the Interstate toward Highway 36. Damage included an 18 wheeler truck blown over, car windows blown out and part of a roof blown off at Sealy High School.
A roof in this metro is built against events like that one, as recorded by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in May (230), April (150), March (102). The worst years on record were 2024 (168), 2023 (112), 2020 (85). If you are scheduling non-urgent work in Houston, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. At 218 damaging-hail reports in ten years, impact resistance in Houston is a specification question, not an upsell. Ask every contractor you shortlist to quote a UL 2218 Class 4 impact-rated shingle alongside the standard option, and ask your insurer whether a Class 4 roof earns a premium discount, because many carriers offer one in high-hail territory.
The checks worth making in Houston
There is no state roofing licence in TX. Texas does not issue or require a state roofing contractor licence. There is no state exam, no state licence number to check, and no state board that can discipline a roofer.
The Roofing Contractors Association of Texas (RCAT) runs a voluntary Licensed Roofing Contractor program requiring two years of Texas experience, a fixed business address, a business and safety exam and a roofing exam at 70% or better, and at least $300,000 general liability insurance for residential work or a $100,000 surety bond.
That absence is the most important fact on this page. Where a state issues no credential, a manufacturer certification that can be revoked is the only quality signal a homeowner can actually check, which is why this ranking is built on certification rather than star ratings.
Check here: RCAT licensed contractor lookup. Many Texas cities still require roofers to register with the municipality and pull a permit, so check with the city building department where the work will happen.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
The Houston market behind this ranking
37 certified roofing contractors serve the principal cities of the Houston-Pasadena-The Woodlands, TX statistical area, of which 22 hold the top President’s Club tier. The pool carries 13,582 customer reviews between them at a mean rating of 4.811. The statistical area had a 2024 population of 7,796,182, a change of 9.03% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.
How these Houston rankings were produced
Every contractor in the Houston-Pasadena-The Woodlands, TX pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 37 certified contractors, of whom 22 hold President’s Club standing and 15 Master Elite, against a metro mean rating of 4.811. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Where that research turned up something awkward it is on the page, and no placement was paid for.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Who is the best roofer in Houston, TX?
M&M Roofing, Siding & Windows of Houston, TX scores highest in the Houston metro on The Roofing Brief Contractor Score, at 95.3 out of 100 as of September 2026. It holds President’s Club certification with a 4.9 rating across 1,383 reviews. Highest-scoring is not the same as best fit for your specific job, and the four companies behind it score within 5.0 points.
How many certified roofing contractors serve Houston?
37 contractors on the GAF certification registry serve the principal cities of the Houston-Pasadena-The Woodlands, TX statistical area as of September 2026, of which 22 hold President’s Club status.
How much damaging hail does Houston get?

Did any contractor pay to appear on this list?
No. The Roofing Brief takes no placement fees, no lead fees and no affiliate commission from any roofing contractor. Ranking comes entirely from the published formula applied to public registry data, followed by an individual research pass on the top five.
What was the worst hailstorm in Houston in the last ten years?
The largest hailstone logged by the National Weather Service in the Houston-Pasadena-The Woodlands, TX statistical area between 2016 and 2025 measured 2.75 inches, reported near Needville on 16 March 2024. That is baseball sized, comfortably past the point where a roof is written off rather than repaired. Across the decade the metro recorded 265 hail reports. Reported property damage from hail, severe wind and tornado over that decade totalled $100.5 million; flood and winter-storm losses are counted separately and are not included.

Severe-weather reports in the Houston-Pasadena-The Woodlands, TX statistical area cluster in May, April, March, on the NOAA record for 2016 to 2025. Outside those months local crews are not triaging storm damage, so lead times are shorter and scheduling is easier.
Do roofers need a licence in TX?
Texas does not issue or require a state roofing contractor licence. There is no state exam, no state licence number to check, and no state board that can discipline a roofer. The Roofing Contractors Association of Texas (RCAT) runs a voluntary Licensed Roofing Contractor program requiring two years of Texas experience, a fixed business address, a business and safety exam and a roofing exam at 70% or better, and at least $300,000 general liability insurance for residential work or a $100,000 surety bond.

Many Texas cities still require roofers to register with the municipality and pull a permit, so check with the city building department where the work will happen.
Is Houston a hard market to find a good roofer in?
Is wind or hail the bigger risk to a roof in Houston?
Wind, by a wide margin. The Houston-Pasadena-The Woodlands, TX statistical area logged 442 severe thunderstorm and high wind reports against 218 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
