Short answer: As of October 2026, the five highest-scoring roofing contractors in the Jacksonville, NC metro on The Roofing Brief Contractor Score are PRQ Exteriors (79.0), Coastal Carolina Roofing Experts (70.2), CR3 American Exteriors (68.0), Think Roofing and Storm Restoration (62.1), Patriots Roofing (59.7). All of them carry a verifiable manufacturer certification, every rating here was cross-checked against an independent record, and no money changed hands for any placement.
The Roofing Brief scored 6 certified roofing contractors serving the Jacksonville metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Onslow County is Marine Corps country, a young housing market of mostly renters around Camp Lejeune, and its defining storm was Florence in 2018: a slow Category 1 that dropped more than 30 inches of rain near Jacksonville and put the New River 3 to 5 feet above its record. North Carolina requires no licence for a roofing job under $40,000, and most reroofs here need no permit either. Six certified firms appear in the directory; the top five are ranked, and three of them have traded locally for less than four years.
Wind, terrain and the Jacksonville, NC housing stock
North Carolina has no roofing licence as such. A general contractor licence carrying the Building, Residential or S (Roofing) classification is required only where a project costs $40,000 or more, a threshold raised from $30,000 on 1 October 2023. Most single-family reroofs cost less, so a roofer can lawfully work here with no state licence at all; where a firm does hold one, the Board’s public search shows the classification and any public matters.
Permits follow the same line. State Fire Marshal guidance on G.S. 160D-1110(c) says the statute exempts the replacement of roofing and up to 15 percent of the roof deck on projects costing $40,000 or less. The 2018 North Carolina Residential Code is still in force. Its wind map gives Onslow three zones: 130 mph west of US 17, 140 mph between US 17 and the Intracoastal Waterway, and 150 mph east of the waterway, and because all three are 130 mph or more, engineered wind design applies countywide.
North Carolina has no statute banning a roofer from waiving your deductible and no cancellation right specific to insurance-funded roofing; bills to create one died in 2013, 2015, 2017 and 2019. What the state does offer is money: the North Carolina Insurance Underwriting Association’s Strengthen Your Coastal Roof programme pays its policyholders up to $6,000 toward an IBHS FORTIFIED roof, and Onslow is eligible.
Between hurricanes the record is moderate. Across 2016 to 2025 Onslow logged 19 hail reports, the largest 1.75 inches at the airport in April 2025, 62 thunderstorm wind reports and four tornadoes; on 13 April 2020 a 70-knot microburst beside an EF1 at Haws Run damaged the roofs of manufactured homes. Tropical gusts are routine at MCAS New River: 58 mph in Michael, 62 in Dorian, 69 in Isaias. The county’s median home was built in 2001, and 61.4 percent of homes inside Jacksonville are rented.

- PRQ, LLC, trading as PRQ Exteriors, licence L.108496, Building classification, active, first issued 17 February 2026, no public matters.. NC Licensing Board for General Contractors
- PRQ Exteriors of Jacksonville on Gum Branch Road, accredited from January 2026 with an A+ rating and no complaints.. BBB business profile
What they actually do. Roof replacement and storm restoration.
Why it ranks here. The top score in the pool: Master Elite certification and a 4.9 across 74 reviews, from a Jacksonville branch on Gum Branch Road that holds a North Carolina general contractor licence, which few local roofers do.
Best fit for: Larger jobs at or above $40,000, where a licence is required.
What we would want clarified. It is a new branch of a multi-state company headquartered in Golden, Colorado: its North Carolina licence dates from February 2026 and its BBB accreditation from January 2026, so its local track record is very short, and its reviews may reflect the wider company. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (910) 378-0885, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Coastal Carolina Roofing Experts — TRB Score 70.2
Coastal Carolina Roofing Experts is based in Jacksonville, NC, in business since 2002, BBB accredited since 23 November 2017, A+ rating, one complaint closed in three years, and holds Master Elite standing on the GAF certification registry.

- Accredited since 23 November 2017 with an A+ rating, established 2002, one complaint closed in three years; serves Jacksonville, Sneads Ferry, Swansboro, Hubert and other eastern towns.. BBB business profile
- No active licence; the only record is a pending application that lapsed in 2017.. NC Licensing Board for General Contractors
What they actually do. Metal and asphalt shingle roofing, replacement and repair.
Why it ranks here. The longest-established firm in the pool: based in Jacksonville since 2002, with BBB and its own site agreeing, accredited since 2017, with Master Elite certification and 135 reviews.
Best fit for: Metal and shingle reroofs under $40,000 from a long-standing local firm.
What we would want clarified. It holds no active North Carolina general contractor licence, which is lawful only below $40,000; a larger job would need a licensed contractor. Its 4.5 rating is the second lowest in the top five, and BBB shows one complaint closed in three years. We could not confirm its owner, and it lists two different Jacksonville addresses. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

3. CR3 American Exteriors — TRB Score 68.0
CR3 American Exteriors is based in Sneads Ferry, NC, in business since 2023, led by Bryan Roulette, franchise owner and licence qualifier, Not accredited; A+ rating; no complaints in three years, and holds Certified standing on the GAF certification registry.

- A+ rating, not accredited, business start April 2023, no complaints closed in three years.. BBB business profile
What they actually do. Residential roofing, siding, windows, gutters and storm restoration.
Why it ranks here. A locally owned franchise of a national exteriors network, based at Sneads Ferry inside Onslow County, with a licensed owner, a 4.9 across 174 reviews and a service area that names Jacksonville.
Best fit for: Sneads Ferry and Topsail area homeowners combining a roof with siding.
What we would want clarified. It began trading only in April 2023, and much of its review base relates to siding. It is not BBB accredited. Its website gives a Surf City address that differs from its licence. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

4. Think Roofing and Storm Restoration — TRB Score 62.1
Think Roofing and Storm Restoration is based in Newport, NC, in business since 2022, led by Brandon Jordan, owner; Courtney Turnow, licence qualifier, BBB accredited since 1 February 2024, A+ rating, no complaints in three years, and holds Certified standing on the GAF certification registry.
Certifications held: Certified (GAF), Owens Corning Preferred Contractor. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

- Accredited since 1 February 2024 with an A+ rating, business start July 2022, no complaints closed in three years.. BBB business profile
What they actually do. Storm restoration, insurance claims, roof replacement, siding and gutters.
Why it ranks here. A perfect 5.0 across 74 reviews from a licensed Newport roofer whose site names Onslow County and Jacksonville in its service area and which also sits in Owens Corning’s network.
Best fit for: Storm and insurance replacement work, including FORTIFIED-standard roofs.
What we would want clarified. It is based in Newport, Carteret County, about 29 miles from Jacksonville, and has traded only since mid 2022. Its FORTIFIED certification is self-reported and we did not check it. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

5. Patriots Roofing — TRB Score 59.7

- Point Harbor office accredited since 13 May 2025 with an A+ rating, business start 14 September 2018, no complaints closed in three years.. BBB business profile
What they actually do. Roof replacement, storm and hurricane restoration, insurance claims.
Why it ranks here. A licensed storm restoration contractor with a Jacksonville service page, Master Elite certification and 81 reviews.
Best fit for: Homeowners who specifically want a licensed general contractor for a large storm claim.
What we would want clarified. It is a multi-state storm contractor: its North Carolina licence is held by a Texas company, its state office is on the Outer Banks, and it also works in West Texas and Louisiana; its BBB start date is the day Florence struck. We could not confirm a Jacksonville office. Its 4.1 rating is the lowest in the top five. Certification tier and reviews are unverified. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

The 62 wind reports that shape a Jacksonville, NC roof
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 1 county of the Jacksonville, NC statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 19 hail reports, 62 severe thunderstorm and high wind reports and 4 tornadoes. The database’s property-damage fields are left blank for most of these reports, so it carries no usable loss total for this metro and we do not quote one.

The biggest hail to fall on Jacksonville in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 23 April 2025 | 1.75 in | Onslow | Onslow |
| 23 April 2025 | 1.5 in | Onslow | Onslow |
| 23 April 2025 | 1.5 in | Gregory Forks | Onslow |
| 24 June 2018 | 1.5 in | Catherine Lake | Onslow |
| 14 June 2016 | 1.25 in | Ervintown | Onslow |
| 11 April 2025 | 1.0 in | Sneads Ferry | Onslow |
The largest stone on record for this metro fell on 23 April 2025 near Onslow, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Haw on 13 April 2020. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Willis Lndg on 15 September 2018.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 13 April 2020 event near Haw, reproduced verbatim:
A concentrated area of damage was observed approximately one half mile to the east of a confirmed EF-1 tornado that moved through Haws Run. The damage observed was consistent with that of a microburst from the same storm that produced the tornado just to the west. Most of the damage was within a small residential area on Clayton James Road, and included several large trees either snapped or toppled over, roof damage to a few manufactured homes, and numerous large limbs down.
That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in July (17), April (17), May (14). The worst years on record were 2024 (22), 2023 (13), 2022 (11). If you are scheduling non-urgent work in Jacksonville, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. Hail is not the governing risk in Jacksonville. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
Florence, and roofs built to a 130 to 150 mph map
Florence came ashore near Wrightsville Beach on the morning of 14 September 2018 as an 80-knot Category 1, after spending part of its life as a Category 4. Onslow County had issued its first ever countywide mandatory evacuation. What followed was rain: gauges recorded 34.15 inches just north of Swansboro and 30.65 inches just northwest of Jacksonville.
The New River crested at a preliminary 3 to 5 feet above its previous record, set by Floyd in 1999, hundreds of homes in its upper reaches were inundated, and surge of 5 to 6 feet reached the Old Bridge Street bridge in Jacksonville. The National Hurricane Center lists Jacksonville and North Topsail Beach among the hardest hit areas, with extensive wind damage and thousands of downed trees across the coastal counties. An EF1 touched down on Camp Lejeune. Florence carries $34.5 million of damage on the Onslow record, the only damage figure on any Onslow storm entry in the decade.
The wind was strong but not extreme. MCAS New River measured a peak gust of 75 knots, about 86 mph, and 19.35 inches of rain. That is well below the 130 to 150 mph ultimate design speeds the residential code assigns to Onslow. A roof built and fastened to the current map should not fail in a storm of Florence’s strength; in practice, the roofs that do fail are older ones, poorly fastened ones and ones under falling trees.
That makes the details of a reroof matter more than the shingle brand. Ask which wind zone your address is in, how the shingles will be fastened and sealed at the edges, and whether the roof deck will be renailed. If you are insured through the state’s coastal pool, ask whether the job can be built to the FORTIFIED standard to qualify for the $6,000 grant.
Because most jobs here need neither a licence nor a permit, the checks fall to the homeowner: liability and workers’ compensation certificates confirmed with the insurer, a written scope, and, on any job of $40,000 or more, a general contractor licence on the Board’s search.

How to check a Jacksonville, NC roofer in ten minutes
Licensing is required in NC. North Carolina has no state roofing licence as such. A general contractor licence from the North Carolina Licensing Board for General Contractors, carrying the Building, Residential or S (Roofing) classification, is required for any roofing project costing $40,000 or more.
The $40,000 threshold rose from $30,000 effective 1 October 2023. Contracting without a licence at or above that value is a Class 2 misdemeanour under NCGS 87-13. Exams are administered by PSI.
Check here: NCLBGC licensee search. Below $40,000 no state licence is needed, and most single-family reroofs cost less than that, so many local roofers lawfully hold none. If your job is at or above $40,000, check the licence on the Board’s search; below it, check insurance certificates with the insurer, and note that North Carolina has no statute banning deductible rebates or giving a cancellation right on insurance-funded roof contracts.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

6 certified roofing contractors serve the principal cities of the Jacksonville, NC statistical area, of which 0 hold the top President’s Club tier. The pool carries 593 customer reviews between them at a mean rating of 4.683. How these Jacksonville, NC rankings were produced
Every contractor in the Jacksonville, NC pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 6 certified contractors, of whom 0 hold President’s Club standing and 3 Master Elite, against a metro mean rating of 4.683. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Good and bad findings are published together, and no contractor paid for a place here.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page. Florence, and roofs built to a 130 to 150 mph map?
Florence came ashore near Wrightsville Beach on the morning of 14 September 2018 as an 80-knot Category 1, after spending part of its life as a Category 4. Onslow County had issued its first ever countywide mandatory evacuation. What followed was rain: gauges recorded 34.15 inches just north of Swansboro and 30.65 inches just northwest of Jacksonville.
Is Jacksonville a hard market to find a good roofer in?
Onslow County is Marine Corps country, a young housing market of mostly renters around Camp Lejeune, and its defining storm was Florence in 2018: a slow Category 1 that dropped more than 30 inches of rain near Jacksonville and put the New River 3 to 5 feet above its record. North Carolina requires no licence for a roofing job under $40,000, and most reroofs here need no permit either. Six certified firms appear in the directory; the top five are ranked, and three of them have traded locally for less than four years.
Is wind or hail the bigger risk to a roof in Jacksonville?
Wind, by a wide margin. The Jacksonville, NC statistical area logged 62 severe thunderstorm and high wind reports against 16 hail reports of an inch or more between 2016 and 2025. Wind damage shows up at the rake, ridge and edge rather than across the field of the roof, so the fastening schedule and edge detail matter more here than the impact rating of the shingle.
