The qualifier is the whole question: is Lynchburg over 100 mph nominal, or under it.

It is under. The City of Lynchburg’s own Applicable Codes sheet lists, under General Design Requirements, a wind speed of 90 mph residential and 115 commercial, alongside a 25 pound ground snow load, Seismic Design Category C, severe weathering, an 18 inch frost line and a 16 degree winter design temperature. The arithmetic also checks out through the code itself: Virginia Residential Code R301.2.1.3 converts ultimate design wind speeds to nominal, and its Table R301.2.1.3 pairs a 115 mph ultimate design wind speed with an 89 mph nominal. Central Virginia carries a 115 mph ultimate zone, so it is an 89 to 90 mph nominal zone, comfortably under the 100 mph trigger.

And the city applies the exemption, in writing. Its What Requires a Building Permit page lists reroofing under the commercial-only heading. Permits are required for new buildings, sheds, decks, additions, renovations, small repairs, HVAC, plumbing and electrical fixtures. A residential reroof is not on the list, regardless of how much covering is replaced. No permit means no inspection, no plan review, and no municipal record that the work ever happened.

Put that next to the wind record and the age of the housing stock and you can see where the risk actually sits. Lynchburg city’s median year of construction is 1971, so most houses here are on at least their second or third covering, and the measured 81 mph gust at Lynch Station in 2018 sat within ten percent of the 90 mph nominal design value.
