Short answer: As of September 2026, the five highest-scoring roofing contractors in the Sacramento-Roseville-Folsom, CA metro on The Roofing Brief Contractor Score are American Eagle Roofing (85.6), Spartan Home Services (85.3), Sacramento Roofing Inc (82.1), Evergold Construction (81.7), NRG Pros, Inc. (78.7). Each is certified by a manufacturer whose register we checked by hand, each rating has been tested against a source outside that register, and nobody bought a place on this page.
The Roofing Brief scored 13 certified roofing contractors serving the Sacramento metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Sacramento recorded seven damaging-hail reports in a decade. Roofs here fail from heat and ultraviolet exposure across long dry summers, so material selection, ventilation and Title 24 cool-roof compliance matter far more than impact rating. California is also strict: any roofing job over $500 requires a Contractors State License Board licence under the C-39 classification, backed by a trade exam, a law and business exam and four years of documented journey-level experience.
What actually ages a Sacramento roof
Sacramento sits in California Climate Zone 12, which is inside the range where the energy code’s cool roof requirement applies to steep-slope residential re-roofing. When more than half the roof covering is replaced, the product generally has to meet an aged solar reflectance of at least 0.20 with a thermal emittance of 0.75, or an equivalent solar reflectance index. The city has its own certificate of compliance form for re-roof permits, so the product has to be named and documented rather than chosen on the day. Ask the contractor to confirm the CRRC listing before the permit is filed.
Storms are not the risk here. The metro’s ten-year record holds 18 hail reports, 10 severe wind reports and seven weak tornadoes, with $294,000 in reported property damage and a January peak driven by winter systems rather than summer ones. Nothing in that record justifies paying for impact resistance. What ages a Sacramento roof is heat: long runs of triple-digit summer days, high ultraviolet exposure and large daily temperature swings that work asphalt shingles hard and cook poorly ventilated attics.
That makes ventilation and underlayment the parts of the quote worth reading. Ask what intake and exhaust ventilation the contractor will provide, whether the existing attic ventilation is adequate for the roof area, and which underlayment is specified, since cheap felt degrades faster under a hot deck. A reflective covering is not only a code requirement in this zone, it measurably lowers attic temperatures, which is worth something in a metro where cooling runs for months.
California licenses roofing properly as Class C-39, requiring four years of journey-level experience and two examinations, and the CSLB record shows bond, workers’ compensation and any disciplinary history. Use it: it is the most informative public record available in any state in this programme. Remember too that on a home improvement contract the down payment cannot exceed $1,000 or 10 per cent of the price, whichever is less, and that progress payments should follow completed work rather than a schedule the contractor sets.

1. American Eagle Roofing — TRB Score 85.6
American Eagle Roofing is based in Shingle Springs, CA, BBB accredited since 30 June 2022, and holds President’s Club standing on the GAF certification registry.
Certifications held: President’s Club (GAF), Owens Corning Preferred and MasterElite, Malarkey Emerald Pro. Certification by more than one manufacturer is uncommon and requires meeting each programme’s separate standards for insurance, training and track record.

- Accredited since 30 June 2022. BBB
- Fully licensed and insured California contractor, CSLB licence 1100407. CSLB
- More than 5,000 roof replacements completed across California and Nevada, serving 15 counties, voted Best Roofing Company in El Dorado County. Company
What they actually do. Residential roof replacement across the Sacramento valley and Sierra foothills.
Why it ranks here. Triple-certified across GAF, Owens Corning and Malarkey. Malarkey matters specifically in this climate because its shingles use a polymer-modified asphalt marketed for heat and UV resistance, which is Sacramento’s governing failure mode.
Best fit for: Foothill and valley homeowners prioritising heat and UV durability.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (916) 671-2915, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
2. Spartan Home Services — TRB Score 85.3
Spartan Home Services is based in Roseville, CA, BBB profile on record, and holds President’s Club standing on the GAF certification registry.

- BuildZoom score 135, in the top 1% of 336,931 licensed California contractors. BuildZoom
- BBB business profile on record with complaint responses published. BBB
What they actually do. Asphalt and commercial roofing, gutters, roof repair and replacement, and solar installation.
Why it ranks here. A BuildZoom score of 135, placing it in the top 1% of every licensed contractor in California. It holds both a General Building and a Roofing classification, permitting structural repair uncovered mid-project.
Best fit for: Placer County homeowners, and jobs likely to expose structural damage.
What we would want clarified. A published complaint concerns a concealed plumbing line struck during roof repair, with the parties disagreeing on cause and damages. Ask how concealed-condition discoveries are handled and priced before work starts. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (279) 260-6321, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
3. Sacramento Roofing Inc — TRB Score 82.1
Sacramento Roofing Inc is based in Sacramento, CA, in business since 2018, led by Jose Fernandez, BBB accredited since 31 January 2025, and holds Master Elite standing on the GAF certification registry.

- Ranked second in Sacramento with a ServiceAgent score of 8.3 out of 10. ServiceAgent
What they actually do. Roof installation and repair plus gutter replacement, focused on leaks, storm damage and water flow.
Why it ranks here. A clean 5.0 across 133 registry reviews, and the only company in this top five headquartered in the city of Sacramento itself rather than the surrounding suburbs and foothills.
Best fit for: City of Sacramento homeowners wanting a genuinely local firm.
What we would want clarified. BBB accreditation dates only from January 2025 despite trading since 2018, and no CSLB number was published on the sources reachable. Ask for it and verify at cslb.ca.gov. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.

- BuildZoom score 107, in the top 6% of 336,931 California contractors. BuildZoom
What they actually do. Roofing, siding and HVAC across the eastern Sacramento metro, with over 40 years of combined team experience.
Why it ranks here. Reviews describe a FaceTime walkthrough during roof inspection, which is a genuinely useful practice: it lets a homeowner see the reported damage rather than take it on trust.
Best fit for: Homeowners who want to see the damage themselves before authorising work.
What we would want clarified. The most serious allegation in this batch. One customer alleges their signature was forged on permit documents and that the installation omitted contracted components including leak barrier and starter strip. We found no regulatory finding against the company, and the CSLB licence is current. Verify the permit was filed in your name with your genuine signature, and inspect for leak barrier and starter strip before final payment. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (916) 610-4491, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
5. NRG Pros, Inc. — TRB Score 78.7

- BBB profile on record; the company is not accredited. BBB
- Licence status independently confirmed active on a California public-records roofing register. Public records
What they actually do. Residential roofing across the Sacramento metro.
Why it ranks here. 110 registry reviews at 4.9 with a dedicated C-39 roofing licence confirmed active by two independent sources rather than roofing performed under a general classification.
Best fit for: Sacramento homeowners who want the licence independently confirmed.
What we would want clarified. Not BBB accredited, so there is no complaint record to read. The CSLB record does publish complaint and disciplinary history, so check it there instead. We publish this because a ranking that only prints the flattering findings is an advertisement, not an assessment.
Verify the certification yourself on the GAF registry listing. The number carried on that listing is (916) 809-8129, which is the registry’s contact line and is often a directory tracking number rather than the contractor’s own: take the number from the company’s own website and compare the two.
24 severe weather reports in a decade, and why that matters in Sacramento
Aggregate hail counts tell you very little about a specific roof. These are the individual events: every severe-weather report logged by the National Weather Service across the 4 counties of the Sacramento-Roseville-Folsom, CA statistical area over ten years, with the dates, the stone sizes and the towns they landed on. Over that decade the metro logged 18 hail reports, 10 severe thunderstorm and high wind reports and 7 tornadoes. Reported property damage from hail, severe wind and tornado over that decade totalled $294,000; flood and winter-storm losses are counted separately and are not included.

The biggest hail to fall on Sacramento in a decade
| Date | Stone size | Reported near | County |
|---|---|---|---|
| 20 August 2017 | 1.75 in | Meeks Bay | El Dorado |
| 2 October 2016 | 1.25 in | Roseville | Placer |
| 2 July 2025 | 1.0 in | El Dorado | El Dorado |
| 8 September 2017 | 1.0 in | Meeks Bay | El Dorado |
| 19 February 2024 | 1.0 in | Yankee Jims | Placer |
| 28 September 2019 | 1.0 in | Woodland | Yolo |
The largest stone on record for this metro fell on 20 August 2017 near Meeks Bay, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Arcade on 2 September 2025. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 7 tornadoes touched down in these counties over the decade, the strongest rated EF0 near Lincoln on 9 January 2017.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 2 September 2025 event near Arcade, reproduced verbatim:
Around 10 AM PDT on Tuesday, September 2, 2025, a decaying complex of showers and thunderstorms moved over the Carmichael area of the Sacramento metropolitan area in Sacramento County. It was determined that this caused a downburst of strong straight-line winds. Sporadic wind damage to trees and powerlines was noted along with several large mature trees that were uprooted and fell into homes. The damage swath was 2.5 miles long and 1.5 miles wide from American River College, northeast in the vicinity of a line from East Lawn Mortuary to Mercy San Juan Medical Center. Peak wind speeds were estimated around 70 miles per hour.
That account is the design case for a roof here, and it comes from the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in January (9), September (6), May (3). The worst years on record were 2017 (7), 2023 (7), 2019 (6). If you are scheduling non-urgent work in Sacramento, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.
Source: NOAA National Centers for Environmental Information, Storm Events Database, county-level detail files 2016 to 2025, filtered to the counties of this statistical area by The Roofing Brief. Damage figures are as reported to the NWS and undercount insured losses.
What to do with this. Hail is not the governing risk in Sacramento. Weight your decision toward wind rating, ventilation and flashing detail rather than paying extra for impact-rated shingles.
The checks worth making in Sacramento
Licensing is required in CA. California requires a Contractors State License Board licence for any job where labour and materials combined reach $1,000 or more, a threshold raised from $500 by Assembly Bill 2622 on 1 January 2025. The exemption never covers a reroof, because the Board treats any work that needs a permit as requiring a licence whatever its value. Roofing is the C-39 classification; a B General Building licence can also cover it.
A C-39 qualifier must document at least four years of journey-level experience and pass both a trade examination and a law and business examination. Every active licence carries a $25,000 contractor’s bond, and C-39 roofing licensees must carry workers’ compensation whether or not they have employees: roofing is one of the few classifications that cannot file the no-employee exemption.
Check here: CSLB Check a License. The CSLB record also shows complaint and disciplinary history, including citations and accusations. Treat any status other than Active as disqualifying.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.
How many certified roofers Sacramento actually has
13 certified roofing contractors serve the principal cities of the Sacramento-Roseville-Folsom, CA statistical area, of which 4 hold the top President’s Club tier. The pool carries 3,231 customer reviews between them at a mean rating of 4.792. The statistical area had a 2024 population of 2,463,127, a change of 2.68% against the 2020 census base, per the U.S. Census Bureau Vintage 2024 estimates.
How these Sacramento rankings were produced
Every contractor in the Sacramento-Roseville-Folsom, CA pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 13 certified contractors, of whom 4 hold President’s Club standing and 9 Master Elite, against a metro mean rating of 4.792. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Anything unflattering that research surfaced appears above alongside the rest, and no company bought its position.
The full method, the weightings, what the GAF certification tiers actually mean, who is eligible to be ranked and what we do not claim are all set out on our roofer ranking methodology page.
