The conditions a San Luis Obispo roof has to be specified for

The storm record is nearly empty and wind is what is left. Across 2016 to 2025 NOAA logged exactly one hail event in the county, 1.00 inch at Creston in March 2017 with no reported damage, and four thunderstorm wind events, plus two tornadoes on 7 February 2024. What the record does carry is 48 zone-level High Wind events reaching 70 mph. So the loads that matter here are gradient wind off the ocean and up the valleys, and a long slow process of salt, sun and marine-layer moisture. There is no California code provision singling out coastal salt exposure for roofing, but the generally applicable fastener and flashing rules are corrosion rules, and on this coast they are the ones to insist on.

California licenses this trade properly, and the register tells you more than almost any other state’s. The C-39 Roofing classification requires the qualifying individual to document at least four full years of journeyman-level or higher experience within the ten years before application and to pass both a law and business examination and a trade examination. California requires workers’ compensation of C-39 licensees specifically, even with no employees. One correction to a widely repeated figure: the minor-work exemption is $1,000, not $500, raised by Assembly Bill 2622 on 1 January 2025, and it can never cover a reroof because a permit is required.

The wildfire question is the second thing the coast and the interior do not share, and the answer is more nuanced than either camp claims. The Office of the State Fire Marshal published updated Local Responsibility Area fire hazard severity zone maps for county jurisdictions on 10 March 2025, and the Board of Supervisors unanimously adopted an ordinance taking up the state-recommended zones on 8 April 2025, effective thirty days after enactment. Two requirements get confused here constantly, and they point in opposite directions geographically. The cool roof requirement comes from the energy code and it does not apply on the coast. Getting them the wrong way round is the most common error we found in this market.

Under the 2025 California Energy Code, section 150.2(b)1Ii applies steep-slope reroofing requirements in Zones 4 and 8 to 15, and section 150.2(b)1Iii(a) applies low-slope requirements in Zones 4 and 6 to 15. Coastal San Luis Obispo County is Climate Zone 5, which falls in the gap between 4 and 6 and appears in neither list. Verified against the Energy Commission’s own ZIP assignment spreadsheet, that covers 93401, 93402 and 93405 San Luis Obispo, 93420 Arroyo Grande, 93424 Avila Beach, 93428 Cambria and the rest of the coastal strip through Morro Bay, Cayucos, Pismo, Grover Beach and Nipomo. No cool roof requirement on a coastal reroof. Inland, Atascadero at 93422, Paso Robles at 93446, Templeton, Santa Margarita and Shandon are Zone 4, which is in both lists, so a North County reroof must meet aged solar reflectance 0.20, thermal emittance 0.75 and SRI 16 on a steep slope.

Now the fire side, where the coast is the exposed half. The state fire marshal’s updated maps and the county’s ordinance of 8 April 2025 put Very High zones inside incorporated cities, Morro Bay among them. The chain that then matters is R902.1.1, which requires a Class A roof covering in a fire hazard severity zone where more than 50 percent of the total roof area is replaced within any one-year period. Note what that does: a full reroof clears the threshold, and so does a staged replacement done in two halves within twelve months. R902.1.3 points the roofing work at R337.5 as well, so the roof details come with it. Outside a zone the floor is only Class C under R902.1.2.

What does not follow is the whole wildfire retrofit. R337 applies to new buildings, and its exception covers additions to and remodels of buildings originally constructed before 1 July 2008, which is roughly 90 percent of this county’s housing. So the ember-resistant venting package generally does not attach to a reroof on an older house. That package is worth understanding anyway, because it is the part a good contractor will raise voluntarily: R337.6 requires vents to be fully covered with metal wire mesh, vents, other materials or other devices meeting one of two paths, the first being a vent listed to ASTM E2886 with no flaming ignition. And R337.6.3 is the strictest clause: vents shall not be installed on the underside of eaves and cornices, with narrow exceptions. If you are in a Very High zone and the roof is coming off anyway, the eave vents are the cheapest they will ever be to deal with.

One claim we are not making: that wood shakes are banned. We found that assertion only in search summaries and never in primary code text. What the code does say is that a Class A roof assembly is required in mapped zones and that R337.5.1 makes clear the assembly, not merely the covering, must satisfy the listing. That is the sourced version and it is the one to quote at a contractor.
