Atlantic City is a barrier-island metro that takes almost no hail, has no design wind speed you can look up, and asks its roofers to pass no examination. New Jersey publishes no county wind speeds in its residential subcode at all: the state amendment to the code table simply inserts a pointer to a bulletin, which in turn sends you to a hazard tool. It designates no special wind region and no windborne debris region anywhere in the state, including on the islands where Sandy made landfall in 2012. And a reroof on a detached one or two family house is ordinary maintenance requiring no permit. So on the New Jersey shore the things that actually protect a roof are the fastener specification, the flashing detail and corrosion resistance, none of which anyone will inspect.
What an Atlantic City roof is up against
The hail record here is essentially nil and that is the point. Across 2016 to 2025 Atlantic and Cape May counties logged 11 hail reports, only 6 of them an inch or larger, against 101 severe thunderstorm and high wind reports and 4 tornado events, with $30,000 in reported property damage. Counting severe-weather reports of every kind together, June leads with 37, then July with 29 and April with 15. The largest hailstone on record is 1.75 inch at Avalon on 16 May 2025. Nothing in that record justifies an impact-rated shingle upsell. What does matter is the event that reshaped this coast: NOAA records that Sandy made final landfall near Atlantic City at 8pm Eastern on 29 October 2012, with a maximum storm surge of 5.82 feet measured at the Atlantic City tide gauge and 5.16 feet at Cape May the same evening. Surge is a wall and foundation problem rather than a roof problem, but the wind field that accompanies a storm of that scale is exactly what tests roof attachment on an exposed barrier island.
New Jersey’s approach to wind design is unusual and worth knowing before a contractor quotes you a wind rating. The state does not publish county design wind speeds in its one and two family subcode: its amendment to the code’s climatic and geographic design criteria table inserts a pointer to Department of Community Affairs Bulletin 19-1 under the wind heading, and that bulletin directs you to obtain site-specific hazard information from an external hazard tool. In the same amendments New Jersey inserts not applicable for special wind region, windborne debris region and topographic effects, so despite the exposure there is no designated windborne debris region anywhere in the state, including the barrier islands. The practical consequence is that a wind figure for your address has to be derived site-specifically rather than read off a table, and a contractor quoting a confident county number is not reading it from the New Jersey code. New Jersey adopts the 2024 International Residential Code as its one and two family subcode, the amendments having been adopted on 15 July 2026 and published that August, so the code edition itself is current.
The permit position is the one most Atlantic County homeowners get wrong, and the qualifier matters. Under N.J.A.C. 5:23-2.7 the repair or replacement of existing roof covering on detached one and two family dwellings is ordinary maintenance, for which no permit and no notice to the enforcing agency is required. Two limits apply. The item is written only for detached one and two family dwellings, so roof covering replacement on an attached dwelling, a multi-family building or a commercial property is not ordinary maintenance and does need a permit. And 5:23-2.7(b) pulls back anything involving the cutting away of a loadbearing wall or the removal or cutting of a structural beam, regardless of the list, which is where decking and framing work can land. Enforcement is municipal under N.J.A.C. 5:23-4.3, so the answer comes from your own township. Where a permit is required in the city, Atlantic City’s construction fee ordinance sets a flat $65.00 fee for all roofing and siding work on structures in use groups R-3 and R-4, so it is never a significant cost.
Two local realities shape what a roof here is for. The first is corrosion. FEMA Technical Bulletin 8-96 on corrosion protection for metal connectors in coastal areas classes buildings within 300 feet of the shoreline as oceanfront and those from 300 to 3,000 feet as corrosion-prone, which covers a very large share of this metro’s housing. The largest stone on record for this metro fell on 16 May 2025 near Avalon, measured at 1.75 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 70 knots, about 81 mph, near Cape May on 21 June 2016. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 4 tornadoes touched down in these counties over the decade, the strongest rated EF1 near Strathmere on 4 August 2020.
What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 7 February 2020 event near Cape May Nas, reproduced verbatim:
An area of low pressure moving out of the Southeast began to explosively intensify as it moved over the mid-Atlantic. On the morning of February 7, the eastern mid-Atlantic was briefly within the warm sector of the deepening low. An environment of extreme wind fields was present, and temperatures and dew points rose enough for sufficient instability to develop to sustain convection. A line of low topped but intense convection developed, and despite producing little thunder and lightning it produced a long swath of wind damage over the mid-Atlantic, along with a few tornadoes between Virginia and Maryland.
That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in June (37), July (29), April (15). The worst years on record were 2020 (45), 2016 (20), 2021 (14). If you are scheduling non-urgent work in Atlantic City, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Licensing is required in NJ. New Jersey has no general contractor licence. Anyone performing home improvement work including roofing must instead hold a Home Improvement Contractor registration with the New Jersey Division of Consumer Affairs, and must display that registration number, which begins 13VH, on every contract, advertisement and commercial vehicle.
Registration requires business information, a fee and a certificate of commercial general liability insurance of at least $500,000 per occurrence. It is a consumer-protection registration rather than a competency licence. The Division of Consumer Affairs says so itself in its guidance to homeowners: “Registration with the State does not constitute an endorsement of or approval for the home improvement contractor.” A contractor who is not registered also cannot be issued a municipal construction permit.
