The Roofing Brief scored 11 certified roofing contractors serving the Trenton metro on a published, reproducible formula, then researched each of the top five individually to confirm its record. Trenton has the oldest housing stock of any metro on this site: a median year built of 1953 in the city, against 1969 for Mercer County, with 13,155 of the city’s 34,513 housing units, 38.1 percent, built in 1939 or earlier. New Jersey then does something surprising with those roofs. Two limits matter enormously in this city. First, detached means detached: Trenton’s rowhouses and attached dwellings fall outside the exemption entirely. Second, N.J.A.C. 5:23-2.7(b) pulls back any work affecting structural or fire safety, which is where decking replacement lands, so the moment a tear-off reveals rotten sheathing the job may stop being ordinary maintenance. On a house built before 1939, and 38 percent of Trenton’s stock was, bad decking is a live possibility rather than a remote one. Where a permit is required it is municipal rather than county, and the fee is a unit rate per $1,000 of estimated cost under N.J.A.C. 5:23-4.17 plus a state surcharge of $1.90 per $1,000 under 5:23-4.19. Trenton publishes no fee schedule on its building pages, so ask the Division of Inspections for the current unit rate rather than accepting a contractor’s estimate of it.
New Jersey’s contractor credential is a registration, not a competency licence, and it is worth knowing exactly what it does and does not test. Home Improvement Contractors must register with the Division of Consumer Affairs and display a number beginning 13VH on every contract, advertisement and commercial vehicle. The Division’s own registration instructions enumerate the requirements in full: a $110 fee, formation documents, a federal employer identification number, commercial general liability insurance of at least $500,000 per occurrence, workers’ compensation cover unless exempt, and additional security at $10,000, $25,000 or $50,000. Nowhere in that list is an examination, a competency test or an experience requirement. The 2024 changes are real, added by P.L. 2023 c.237 signed on 8 January 2024, which brought in the workers’ compensation and security requirements with immediate effect, but the board-issued licence that will finally carry an examination only takes effect six months after the new board adopts rules. Until then, the registration proves a contractor is insured and on the register, which is why every entry below states whether we found the registration and what name it is held in.
One code point clears up a common misconception. New Jersey amends section R905.1.2 of the residential code so that the ice barrier requirement is triggered where the average daily temperature in January is 25 degrees Fahrenheit or lower, and Department of Community Affairs Bulletin 07-3 states plainly that for the State of New Jersey that area is Sussex County. Mercer County is not in it, and NOAA’s 1991 to 2020 January normal at Trenton Mercer Airport is 32.0 degrees, so an ice barrier is not a code requirement on a Trenton roof. The largest stone on record for this metro fell on 6 July 2020 near White Horse, measured at 1.5 inches. That is ping-pong-ball sized, enough to bruise asphalt shingles and shorten a roof’s life without necessarily looking dramatic from the ground.
Wind. The strongest thunderstorm gust logged in the metro was 62 knots, about 71 mph, near Groveville on 1 April 2023. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.
Tornadoes. 8 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Titusville on 29 July 2021.

Licensing is required in NJ. New Jersey has no general contractor licence. Registration requires business information, a fee and a certificate of commercial general liability insurance of at least $500,000 per occurrence. It is a consumer-protection registration rather than a competency licence. The Division of Consumer Affairs says so itself in its guidance to homeowners: “Registration with the State does not constitute an endorsement of or approval for the home improvement contractor.” A contractor who is not registered also cannot be issued a municipal construction permit.
Check here: New Jersey licence verification. Check the 13VH number on the state verification site, and read the registration for what it is. Because the state describes it as neither an endorsement nor an approval, a manufacturer certification and a documented work record carry more weight in New Jersey than the registration on its own.
Four checks to run before you sign anything, in any state.
- Verify certification at the source. Use the GAF verification tool rather than trusting a badge image on a company website.
- Get the certificate of insurance from the insurer, not the contractor, and confirm general liability and workers compensation are both active on the day work starts.
- Confirm who pulls the permit. If a contractor asks you to pull it as the homeowner, that moves liability onto you. Decline.
- Get warranty terms in writing before any deposit, and check the manufacturer warranty being promised actually requires the certification tier the contractor holds.

How these Trenton rankings were produced
Every contractor in the Trenton-Princeton, NJ pool was scored out of 100 on four published components: certification tier, a Bayesian adjusted rating, review depth and distance from the metro centre. In this metro that meant scoring 11 certified contractors, of whom 11 hold President’s Club standing and 0 Master Elite, against a metro mean rating of 4.65. The top five were then researched individually against Better Business Bureau records, state licence registers and manufacturer directories. Good and bad findings are published together, and no contractor paid for a place here.
Set aside in Trenton. A contractor that would otherwise have scored into the top five was removed for the reason stated. The score is computed from public data, but where the research pass finds evidence undermining an input to that score, the score is set aside.
- Munz Roofing and Siding, which scored 87.5: scored fifth and is, by some distance, the firm that markets Mercer County hardest: its service-area navigation lists Mercer among six New Jersey counties and it maintains dedicated pages for Mercer County and for Trenton itself. But we could not find a New Jersey Home Improvement Contractor registration in the name Munz Roofing, Munz Roofing and Siding, or Munz Roofing LLC. A search of the Division of Consumer Affairs register for Munz Roofing returns no results.
