The NWS logs a written account of each severe-weather episode. This is its description of the 18 December 2018 event near Port Orchard, reproduced verbatim:

At 1350PST, a tornado touched down near Port Orchard, WA. This tornado continued on the ground in a northeast direction for approximately 5 minutes. Significant structure damage was evident in the damage path, including one home where the roof was completely removed. Ultimately, 300 homes and businesses were impacted by the tornado. It resulted in 25 red-tagged (uninhabitable), and 20 yellow-tagged (habitable at own risk) homes.

That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in December (1). The worst years on record were 2018 (1). If you are scheduling non-urgent work in Bremerton, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

But its own published service area is thirteen King and Pierce County places with no Kitsap city anywhere, so its appearance in a Bremerton pool is not supported by anything the company publishes. Its BBB service-area line mentions Marysville South and Olympia, which conflicts with its own list and in any case is not Kitsap. It is also three years old, which is why the clean register is less informative than it looks.
  • Evergreen General Construction #1 LLC, which scored 57.9: Excluded on service area and on currency of coverage. It publishes exactly two service areas, Tacoma and Auburn, and no Kitsap city at all. Beyond that, its state record carries the one currency problem we found anywhere in this pool: although L and I registration EVERGGC795LP has been active since 30 August 2021, the bond and liability policy now on file were only put in place in December 2025, after an insurance gap running from 12 July 2025 to 4 December 2025 during which the registration was lapsed, and the bond did not reach the post-July-2024 statutory $30,000 until then either. L and I also reports its workers’ compensation account as having an incomplete premium report, the only such case in either pool. Its own site claims it has served the area for over 25 years, which the 2021 registration does not support, and we could find no BBB profile for it at all. We make no finding about its work; we will not rank it for a county it does not claim to serve.
  • Lobo Roofing LLC, which scored 57.6: Excluded on service area. It has no website, and the only published statement of where it works is BBB’s note that it serves Tacoma and will travel up to 40 miles; nothing names Kitsap County, Bremerton, Port Orchard or Silverdale, and its state record shows no Kitsap jobsite. Its L and I record also carries an L and I tax warrant of $23,892.39 in Pierce County, paid on 21 October 2025, during which its registration lapsed for an unsatisfied judgment, and seven lapses in five years, four of them for lapsed insurance, the latest from 15 May to 1 July 2026. A January 2024 safety inspection at an Olympia jobsite found four serious items, since corrected. There are no suits against its bond and no infractions.
