Alabama built the FORTIFIED roof into its insurance law in stages. Ala. Code 27-31D-2 requires insurers, since 14 May 2009, to provide a premium discount or rate reduction for property retrofitted to listed standards, including FORTIFIED. Act 2019-240 added section 27-31D-2.1, requiring insurers writing homeowners policies in Alabama to offer an endorsement that pays the additional cost of upgrading a roof to the FORTIFIED standard when it is replaced after a covered loss. That endorsement is the single most valuable line to look for in a Baldwin County policy.
Hurricane Sally became the field test. It made landfall at Gulf Shores on 16 September 2020 with maximum sustained winds of 95 knots, and the National Hurricane Center recorded sustained winds of 98 knots gusting 119 knots at Ingram Bayou and 87 knots gusting 105 knots at Fort Morgan, with significant roof, siding and fence damage across Mobile and Baldwin counties. A University of Alabama study commissioned by the Department of Insurance then analysed more than 40,000 insured coastal properties: 25,093 conventional, 7,685 built to supplemental codes and 7,417 FORTIFIED. FORTIFIED Roof homes had 73 percent fewer claims, 15 percent lower claim amounts and 72 percent lower total losses.
The money to get there exists, with a deadline. Strengthen Alabama Homes, the state grant run through the Department of Insurance, pays up to $10,000 to reroof an owner-occupied, single-family primary residence to the FORTIFIED Roof standard, with no income limit. Its current round opens to Baldwin County at 9am on 8 October 2026, first come, first served, according to the programme page of Smart Home America, the nonprofit that runs FORTIFIED outreach in Alabama; we could not reach the programme’s own site to confirm. Smart Home America also cites insurance discounts of 20 to 55 percent off the wind portion of the premium, and a state income tax deduction of up to $3,000 or half the retrofit cost.
Daphne has gone further than the grant. Its 2024 code, adopted by Ordinance 2026-22 on 6 July 2026, requires on every reroof a full tear-off, re-nailing of the deck with 8d ring shank nails at six inches, a sealed roof deck with taped seams or full peel-and-stick, synthetic underlayment with felt banned, high-wind six-nail shingle installation, and shingles rated ASTM D7158 Class H or ASTM D3161 Class F. Those are most of the elements of a FORTIFIED roof, now required by code, and the city designs to a site-specific wind speed from the ASCE hazard tool rather than a single figure.
Two consequences follow. In Daphne, the gap between a code-compliant reroof and a FORTIFIED one is now small, so a quote that does not offer the FORTIFIED designation is leaving the insurance discount on the table for little saving. And a FORTIFIED designation requires an independent evaluator, so a contractor cannot certify its own work: ask who the evaluator will be, and make sure the paperwork reaches your insurer.
