The conditions a Crestview roof has to be specified for
The storm record understates this metro badly, and it is worth saying why. Across 2016 to 2025 Okaloosa and Walton counties logged 20 hail reports against 236 severe thunderstorm and high wind reports and 33 tornado events, with $2.26 million in reported property damage from those categories. Counting severe-weather reports of every kind together, June leads with 61, then January with 42 and April with 38, and a January second place is unusual enough to notice: this coast takes winter frontal wind as well as summer convection. What the severe-weather record does not capture is hurricanes, which are logged separately. Hurricane Michael made landfall well to the east near Tyndall Air Force Base in October 2018, and Hurricane Sally came ashore to the west at Gulf Shores in September 2020, with NWS Mobile recording a long duration of damaging conditions across Okaloosa. This metro has been brushed twice in recent memory without taking a direct hit, which is a poor basis for complacency.
The wind numbers are the reason to build differently here. Okaloosa County’s Florida Building Code Figure 1609.3(1) map for Risk Category II buildings, the category covering ordinary houses, runs the 140 mph ultimate design wind speed contour across the north of the county and the 150 mph contour through its middle, so the entire county sits at 140 mph or above and the coast above 150. Walton runs 130 mph in the north, 140 through the middle and 150 across the south-west coast. For comparison, all of Alachua County, inland, sits below 120 mph. Neither county is in the High-Velocity Hurricane Zone, which the code applies only to Broward and Miami-Dade, so the Miami-Dade product approval regime does not reach here. But the wind-borne debris region does, and recently: Okaloosa County’s own notice of the 8th Edition code change records that the debris line no longer follows the northern boundary of Eglin Air Force Base but now includes most of northern Okaloosa County including the City of Crestview.
Two statutory requirements govern what actually goes on the roof. Section 553.844(3) of the Florida Statutes requires every single-family roof replacement to incorporate a secondary water barrier and corrected roof-deck fasteners, which is a statute rather than a code preference and applies regardless of whether the old roof had either. Section 553.844(3)(b) adds roof-to-wall retrofits where the building is in the wind-borne debris region and valued at $300,000 or more, capped at 15 percent of the cost of the reroof. Okaloosa County implements this through a decision tree at the permit counter, so that a pre-2002 house taken to a full tear-off gets fastener spacing at a maximum of six inches on centre plus a secondary water barrier, photo-documented at final inspection. The largest stone on record for this metro fell on 9 January 2024 near Douglas Crossroads, measured at 1.25 inches. One inch is the point at which hail starts bruising asphalt shingles, which is damage an adjuster can find even when a homeowner cannot.
Wind. The strongest thunderstorm gust logged in the metro was 92 knots, about 106 mph, near Santa Rosa Beach on 9 January 2024. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

What the National Weather Service wrote about it
The NWS logs a written account of each severe-weather episode. This is its description of the 7 February 2017 event near Niceville, reproduced verbatim:
A severe thunderstorm moved across Niceville and produced a corridor of straight line wind damage from winds of 70-90 mph from near the intersection of Highway 85 and Lewis Street to near Mile Marker 12 on Highway 293. Numerous trees and power lines were downed along the path with some landing on vehicles. Several downed trees caused damage to homes in the area. A church suffered roof damage and some damage to brick facade.
That is the kind of damage a roof in this metro has to be specified against, described by the agency that recorded it rather than by a contractor selling the repair.
When it happens. Severe weather reports cluster in June (61), January (42), April (38). The worst years on record were 2023 (55), 2024 (41), 2016 (40). If you are scheduling non-urgent work in Crestview, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Why a Crestview roof is built to a different standard from one in inland Florida
Florida is not one wind environment, and the difference between this metro and an inland county is larger than most homeowners expect. For ordinary single-family homes, the Florida Building Code wind map puts the whole of Okaloosa County at an ultimate design wind speed of 140 mph or more, with 150 mph through the middle of the county and higher on the coast. Walton runs from 130 mph in the north to 150 mph on its south-western shore. Alachua County, 200 miles east and inland, sits entirely below 120 mph. A roof assembly specified for Gainesville is not specified for Crestview.
The second difference is the wind-borne debris region, and it has only recently reached Crestview. A wind-borne debris region is defined by proximity to the coastal mean high water line in a hurricane-prone region, and buildings inside it face additional requirements aimed at what flying debris does to a building envelope. Okaloosa County’s own notice of the 8th Edition code change states that among the most significant revisions are changes to the wind zone maps and, in particular, the northern shift of the wind-borne debris line, which no longer follows the northern boundary of Eglin Air Force Base but now includes most of northern Okaloosa County including the City of Crestview. A homeowner who last re-roofed under the previous maps may be in a different regulatory position now than they were then.
Third, and this is the one that shows up on the invoice: section 553.844(3) of the Florida Statutes requires every single-family roof replacement in the state to incorporate a secondary water barrier and corrected roof-deck fasteners. A secondary water barrier is a sealed layer over the deck, typically taped seams or a self-adhering membrane, that keeps water out if the covering is torn off in a storm. Corrected fasteners means renailing the deck to current spacing rather than relying on what was nailed in 1990. Okaloosa County runs this as a decision tree at the counter: a pre-2002 house going to tear-off gets a maximum of six inches on centre nailing plus the secondary water barrier, photographed at final inspection. The practical consequence is that a cheap quote here is often a quote for the wrong job. Ask, in writing, which wind speed the assembly is specified to, whether the secondary water barrier is included and which product, what deck fastener spacing will be used, and whether a roof-to-wall retrofit is triggered by the value of the house.
