What West Virginia does have is the strongest permit provision of the three, and it is worth quoting. W. Va. Code 30-42-10(a) requires anyone applying to a building inspector for a permit either to furnish satisfactory proof of licensure or to file a written affidavit that they are not subject to licensure, and it bars the inspector from issuing a building permit to a person who does not hold a valid licence where one is required. Subsection (b) separately makes a written contract mandatory on any job of $10,000 or more including materials and labour. That makes the permit application the point at which a West Virginia contractor’s licence is actually tested, which is why a suggestion to skip the permit should end the conversation. The City of Huntington requires a permit to alter, repair, move, demolish or change a building, which covers a reroof, and charges a $20.00 application fee plus a fee based on the cost of labour and materials. The city also requires contractors working inside the city limits to hold a Huntington business licence and to lodge a copy of their West Virginia contractor’s licence, though note that W. Va. Wind. The strongest thunderstorm gust logged in the metro was 91 knots, about 105 mph, near Adeline on 1 March 2017. Asphalt shingles begin lifting at roughly 67 mph when they are correctly nailed, and considerably below that when they are not.

Tornadoes. 18 tornadoes touched down in these counties over the decade, the strongest rated EF2 near Louisa on 4 July 2016.

What the National Weather Service wrote about it

The NWS logs a written account of each severe-weather episode. This is its description of the 1 March 2017 event near Adeline, reproduced verbatim:

A NWS storm survey found damage consistent with a microburst. The doors were blown in at one retail business and the AC unit and some roofing was hurled from another retail store near the Ashland Mall. A portion of a roof was also removed from a warehouse structure about half a mile away. Multiple trees and power lines were downed throughout the city of Ashland. The total path length of the microbust was estimated to be about 4000 feet. The width about 1000 feet.

That is what the specification has to anticipate here, written up by the agency that recorded it rather than by a contractor selling the repair.

When it happens. Severe weather reports cluster in July (156), June (145), April (130). The worst years on record were 2024 (141), 2025 (128), 2023 (89). If you are scheduling non-urgent work in Huntington, the months outside that window are when crews are least stretched and least likely to be triaging emergency callouts ahead of your job.

Before you sign anything in Huntington

Licensing is required in WV. West Virginia licenses contractors through the Contractor Licensing Board, but the requirement turns on the size of the job rather than on the trade. Under W. Va. Code 30-42-3(d) a person is a “contractor”, and so needs a licence, once the cost of the undertaking reaches $5,000 for residential work or $25,000 for commercial work. Below $5,000 a residential re-roof falls outside the definition entirely and no state licence is required. Note that the Act was moved in 2021 from Chapter 21, Article 11 to Chapter 30, Article 42, so older guidance citing a $2,500 threshold is quoting repealed law.

There is no Roofing classification in West Virginia. Neither the statute nor the Board’s legislative rule at 28 CSR 2 lists one, and roofing appears only as a handful of questions inside the General Building examination. A residential re-roofer will normally hold the Residential Contractor licence, which the rule treats as covering all classifications needed to construct, repair or improve a residential structure. Licensure does require examination: an applicant must pass a written trade examination for the classification sought and a separate West Virginia business and law examination, at 70 percent each. What the state does not require is a licence bond or any general liability insurance; the pre-issue affidavit covers business franchise tax, workers’ compensation and unemployment registration and wage-bond compliance, and the licence fee is capped at $150 for a one-year term.
