Hurricane Michael and what failed on the roof

The National Hurricane Center’s final assessment puts Michael’s landfall at 140 knots, Category 5, near Tyndall Air Force Base southeast of Panama City, at about 12:30 local time on 10 October 2018. It was the strongest hurricane landfall on record in the Florida Panhandle and is tied as the fourth strongest US landfall by wind since 1900. Instruments did not survive to record the peak: the Tyndall station reported a 121 knot gust before it stopped reporting, and a monitoring tower was knocked down in the eyewall.

The damage in Bay County was catastrophic. NHC records more than 45,000 structures damaged and more than 1,500 destroyed; in Mexico Beach, 1,584 of 1,692 buildings were damaged and 809 destroyed, and at Tyndall every building was reported damaged. Surge reached about 14 feet above ground in Mexico Beach and 4 to 6 feet around St. Andrew Bay.

FEMA’s Mitigation Assessment Team looked specifically at buildings built after the first statewide code of 2002, and its Recovery Advisory of June 2019 is blunt. Widespread wind damage to roof coverings, ventilation components, walls and openings let wind-driven rain into buildings, causing extensive and costly water damage. The team noted widespread poor wind performance of asphalt shingles, pointing to unsealed or partly sealed shingles and fasteners in the wrong place, while metal roof coverings appeared to perform better on code-built homes.

FEMA’s guidance ties shingle choice to design wind speed: classes D, G or H up to 116 mph, G or H above that up to 155 mph, and only class H above 155. Florida’s 2020 code then strengthened underlayment rules along the lines of a sealed roof deck, with options such as a fully adhered membrane or self-adhering tape over the deck seams.

The National Hurricane Center’s final assessment puts Michael’s landfall at 140 knots, Category 5, near Tyndall Air Force Base southeast of Panama City, at about 12:30 local time on 10 October 2018. It was the strongest hurricane landfall on record in the Florida Panhandle and is tied as the fourth strongest US landfall by wind since 1900. Instruments did not survive to record the peak: the Tyndall station reported a 121 knot gust before it stopped reporting, and a monitoring tower was knocked down in the eyewall.
